Does Saudi Arabia have a municipal layer of government that overlays the governorates/amanah and subdistricts? It's mentioned on the List of governorates of Saudi Arabia that governorates are called "municipalities" but are do they overlay a subdistrict, or are they essentially subdistricts but called by another name and granted different types of power?

Speaking of the amanah, are they also subdivided into subdistricts of a similar level of administration? There is mention on the governorates article that some subdistricts actually under the subordination of amanah instead of the governorate they are included in, but doesn't say why.
