The article says that the doctor shortage is "owing to the fact that the hospital has low accreditation." But the hook simply states that doctors are not renewing their contracts. It would also be helpful if you explained in the article how the low accreditation affected the hospital (From the source (Google translated): "With the D accreditation ... the Tiakur Hospital also experienced difficiulties in recruiting health workers, especially specialist doctors").
