Who's involved?
User:Wiarthurhu and his mediator User:CQJ (who is on Wikibreak) and the admin who banned him User:Cowman109 (who is also on a Wikibreak).
What's going on?

First some background:

User:Wiarthurhu was given an indefinite Wiki ban for all manner of ill behavior and a long list of other problems by User:Cowman109 on 22nd August. He pleaded to be allowed to return - and in the face of many protests from his many victims was unblocked on 6th September under the following terms:

I have unblocked you per a Wikipedia:Administrators' noticeboard#Banned_User:Wiarthurhu_asking_for_lifting_of_his_community_ban. Please remember the terms of your unblocking:
  1. Accepting that Wiarthurhu has a problem with the authors listed on his RfC, and the authors accepting that they've had problems with him in the past, Wiarthurhu and the editors listed on his RfC agree that they'll mutually avoid each other except through an interlocutor, a mediator, or a neutral third party for a period of no less than three months. Violation of this condition will result in a 72 hour block for any violating party, Wiarthurhu or otherwise.
  2. Wiarthurhu agrees to immediately cease and decist in any action deemed to be in violation of WP:CIVIL or WP:NPA against ApolloBoy, Mmx1, SteveBaker, Karrmann, or any other editor that has joined in dispute resolution mechanisms against him in the past. Violation of this condition will result in a one week block for Wiarthurhu - and any editor baiting Wiarthurhu will be subject to the same.
  3. Wiarthurhu will avoid any article within the scope of WikiProject Aircraft or WikiProject Automobiles for three months, as he has suggested himself, or be subject to a one week block.
  4. Further, a mentor (or several mentors) from the community will be assigned to Wiarthurhu to help him out wherever necessary or possible.

He was then assigned a mediator (User:CQJ) - who appears to be on a Wikibreak right now - as is User:Cowman109...which is why I'm here.

Please note: Chevrolet Pickup 1955-57 - an automotive article. Check the history - note User:Wiarthurhu edited the article on 23rd October just halfway into his community ban in contravention of article (3) - which should result in an automatic one week ban (if only SOMEONE was here minding the store and not on Wikibreak!). However, it's worse than that. Note the images on that page - notice that they are utterly inappropriate to the article and that they are also copyright violations (you cannot possibly justify 'fair use' here). Check their history - note that User:Wiarthurhu uploaded them - note that User:CQJ further required User:Wiarthurhu to have him pre-approve any images that Wiarthurhu wished to upload (evidently this didn't happen). Note also that this kind of inappropriate use of images (and Wiarthurhu's abusive behavior to those who complained about them) is precisely the reason he was Wiki-banned the last time. These two images need to be deleted and the article updated to remove them - but I cannot do so without being in breach of article (1) above (although CQJ subsequently lifted that restriction from me on the grounds that I was an entirely innocent party - I don't want to risk a stain on my record!). I understand that I should be taking this to User:CQJ (and indeed I have left a note on his Talk page) - but his user page says he's on a Wikibreak right now and there is no indication that anyone has taken over from him.

Thus far, this is all verifiable fact. I would go on to speculate (from long contact with Wiarthurhu) that the specific changes he has made to this junk article (which contains almost zero text and two copyright violation pictures) - is clearly calculated to enrage the people he was at odds with before. I would speculate that he did it just as soon as he noticed his 'mentor' was on a Wikibreak.
What would you like to change about that?

We handed Wiarthurhu an indefinite ban (correctly IMHO). Then, after just a couple of weeks we compromised - we let him back in with strictly spelled out parole terms - now he's broken them and in exactly the kind of way that got us to this point in the first place. Let's just hand User:Wiarthurhu the lifetime ban we agreed he would get if he did not behave. This time let's make it stick.

Mediator response

I'm still around - just less active than usual, but I've looked at these edits of his and they are indeed inappropriate. The place to discuss this would be more on his talk page, and then an RFC if required, so I'm closing this case. I'll see if I can speak with Wiarthurhu on his talk page about this (he hasn't been online in the past 7 days, so a block now would be useless) to get to the root of the matter. His other contributions seem to be fine, however, so this may have just been a mistake on his part in which he wasn't thinking clearly. Cowman109Talk 22:35, 31 October 2006 (UTC)[reply]

I did not talk on his talk page because those of us who got snarled up in this last time were told (see clause (1) above) to stay clear of Wiarthurhu - under threat of a 72 hour block. When I see "I'm on a Wikibreak", I tend to assume you actually mean it. So...what else should I do? Find another mediator...on the Mediator page. Please realise that people who hang out in admin areas of WP know their way around all of these bizarre procedural things. For the rest of us - we just try to follow the rules...
