If there is the duplication as indicated, can see the rationale for removing the one not being used or merging the use to this extension, .jpg -- but see no reason to prohibit the uploading editor from being able to request "keeping local" and see no harm to WP for allowing the exercise of that choice by an uploading editor. • Keep - There is no requirement that files must be moved to Commons and deleted locally. The keep local template has been kept through 3 TFDs so there is consensus that an uploader can request a local copy be kept. This appears to be a good faith request to keep local, and the existence of the file locally is not causing any issue. -- Whpq (talk) 22:13, 8 November 2022 (UTC)[reply]
