This is a North Korean soccer team. Quite simply put, it fails WP:V. That's not to say it doesn't exist, but any possible sourcing for it doesn't exist. Since North Korea is isolated from the rest of the world, our two choices are to take the author's word for it or delete. I choose delete because WP:V is a policy.
