Keep. Hay meets WP:ANYBIO through her achievements in the British diplomatic corps. She single-handedly opened a new British Consulate General in St. Petersburg after the 1991 coup.[1] She was also the first female Consul General in Istanbul and the first female ambassador in Tashkent.
