What is Constituency 139?

the 4 women, its true. For the military unit, I don't really know about it (I will put it as a maybe because it wasnt mentioned [or I didnt look into the village further]).
In the 1989 census (http://database.ukrcensus.gov.ua/MULT/Database/Census/databasetree_no_uk.asp) then click the Odessa Oblast. If you press Ctrl+F, type "Набережне". If click the "жінки", it will show that there is 4 women in the village.
