The fact was ... that the perpetrator of the 2015 Heze bombing was described as normal just days before the attack? Ok, because if the broad definition for a mass shooting is going to be utilized then it should be applicable to every country.

Here's a list of incidents in Australia since the 1996 national firearms agreement I found on Reddit. There may be even more that were missed given enough Googling. But who knows?
