And they are providing a reason for removing it. That is not a justification for you to add it back. Your next step is to try to create a consensus for your addition on the article talk page. The WP:BURDEN is on the person who wants to add content to make the case that it belongs in the article.

This was done under section G12 of the criteria for speedy deletion, because the page appeared to be an unambiguous copyright infringement. This page appeared to be a direct copy from https://thecostaricanews.com/ciudad-neily-a-town-of-exotic-beauty-and-innovative-urban-in-pun-tarenas-sur/. For legal reasons, we cannot accept copyrighted text or images taken from other web sites or printed material, and as a consequence, your addition has been be deleted.
