As I posted at the top of my user page the other day, I don't have the time or inclination to create more articles at this time, and it seems unlikely that anyone else will come along and recreate the cat now even when there are over a dozen articles that should be included in it. (That said, given that probably 90% of anglophones who know how important Norinaga is get paid to write about him, it's unlikely that those articles will ever be written.) And again, I'm fairly certain that I've explicitly told that two was enough, so having the cat deleted because two is not enough is weird. How many do you think is enough?
