Template talk:US Order of Precedence
The order of precedence is specific to the event which is being arranged. It includes, for instance, the governor of the state in which the event is held at a different precedence from any other governors whic happen to attend. It includes any visiting heads of state just after the president. If the template excludes them and ignores the event specific details, what does the collection of indiviuals and roles represent?
