State: collapsed / open

Is there a specific reason why the initial state of this template is open? I changed the state to collapsed on 21 January 2009, but user Starzynka changed it back to open on 24 December 2009. I prefer the collapsed state since the template is space consuming.

Since Starzynka is no longer active on Wikipedia based on his user page, I changed the initial state back to collapsed without waiting for Starzynka's reply.

Template consists of parts taken from two different ways of dividing the city into smaller areas

I think this template could and should be edited to make it better. My reasoning for this is that in Helsinki, there are two official was of dividing the city into smaller regions.

The older one is division into neighbourhoods, where the largest unit is neighbourhood. There are 59 neighbourhoods, which are divided into 148 sub-districts, which are further divided into sectors (the sectors don't have any names, only numbers - only the larger units have both names and numbers).

The newer one is division into districts, where the largest unit is major district. There are 8 major districts, which are divided into 34 districts, which are then divided into 148 sub-districts, and these are further divided into 369 sectors.

In these two different ways to divide the city into regions, the sub-districts and sectors are the same. But the neighbourhoods do not fall under the major districts, since those just are not included in the neighbourhood division model.

The district division was created in 1982, and that is the division model used by the city for administrative purposes, and when publishing various statistics.

The neighbourhood division model, even though not used for administrative purposes, can't be considered as a dead relic: when parts of neighbouring towns Sipoo and Vantaa were added into Helsinki, these parts were also added into the neighbourhood division as 5 new neighbourhoods.

So, my point is: if the template mentions major districts, the subdivisions should be into districts and sub-districts, not into neighbourhoods.

I haven't yet studied writing or editing templates, but as a quick learner, I can study more about templates and make the necessary corrections. Because the district division model is the one that has been officially used for administrative and statistical purposes ever since the early 1980s, I'd suggest that I would edit the template to go by the district division model. Right now I'm working on a translation and editing project, trying to find sources for the article about Alppiharju district in Helsinki, and researching if there's some outdated information in the original Finnish article that needs to be updated before publishing my translation. (That's why I came by this template.) So, unless somebody has some differing points of view, I will add editing this template on my to-do list.
