Both the active shooter page and this page mention the absolutely necessity (even requirement) of a ballistic shiled. Both articles specifically mention the "Baker Batshield®". WHile it certainly seems like a smart invention, who says it s requirement? We need a source, or else it just seems like guerilla advertising.

Source added. Lightweight portable shields that allow the shield bearer to shoot accurately are a necessity that enables street cops the ability utilize IARD tactics. Without this type of advanced shield, officer mobility is limited to hiding behind solid objects. Close approach to the threat is unlikely, and therefore IARD can not be used.

WMDs?

I think it might be a little bit of fiction to claim this tactic is used against criminals armed with WMDs. Basically, to the best of my knowledge, there have never been any criminals who have been armed with WMDs. Nation states or terrorist groups might have WMDs, but in the unlikely situation that a first responder comes across a terrorist holding the dead man's trigger to a nuclear bomb, it might be best to call in a negotiator. I think in the Rock the tactic was to use a specialist team (or plan b: airstrike). :-)

Still... could be a potential plot for an action movie where some beat cops come face to face with a supervillains who is about to fire a super laser into the earth's core to cause all the volcanoes to erupt at the same time and the only way to save the world is if the cops can act quick and shoot all the henchmen and beat the supervillain and activate the super laser's self destruct before it's too late... ;-)
