In the conclusive paragraph of the article there is the following phrase: they cannot meaningfully state. What the hell does that mean?? I would repair that paragraph myself, but I have no idea what they're trying to say. Perhaps someone more knowledgable will stumble on my lament here and fix it, or at least provide some insight in answer to this comment.
