As the Wikipedia article for "proven oil" explains there are conflicting reports, hopefully for the average audience this will become clearer over time, and I believe crystal clear for the average reader of 9 through 12 years... (Admittedly various figures give ranges between "not much oil" and "the most oil", clearly it is about having an economy that can produce, transport and sell that oil to a willing customer, whether that is USA or another country that uses oil (for some reason).
