Shahr-e Zow (Persian: شهر زو; formerly, Zavini-ye Pa'in Persian: زاوینی پائین, also Romanized as Zāvīnī-ye Pā’īn and Zāvīn-e Pa’īn, also known as Zoo Sofla, Zow-e Pā’īn, Zao Pāīn, Zow Soflā, and Zū-ye Soflá)[3] is a city in, and the capital of, Zavin District of Kalat County, Razavi Khorasan province, Iran.[4] It also serves as the administrative center for Zavin Rural District.[5]

At the 2006 census, its population was 4,053 in 959 households.[6] The following census in 2011 counted 4,089 people in 1,094 households.[7] The latest census in 2016 showed a population of 3,745 people in 1,147 households.[2]
