While I can see that this image is used inappropriately on a number of pages (it seems to have spread throughout Wikipedia like a weed, sprouting up in any article that even remotely mentions Elizabeth II), the portrait was constructed in such a way so as to specifically communicate Elizabeth II's position in relation to Canada: hence, the royal regalia, the insignias of the Sovereign of the Order of Military Merit and Order of Canada, and the national flag all present on or around the Sovereign. Given the particular combination of these objects, this picture is necessary to directly illustrate Elizabeth II's role as a) Queen of Canada (and thus i) in a role separate to that of Queen of the UK/Jamaica/NZ/Australia/etc. ii) a component of the Canadian Parliament, iii) the locus of Canadian oaths of allegiance, and so on), b) Sovereign of the Order of Military Merit, c) Sovereign of the Order of Canada, and d) Head of the Canadian Honours System. It would be next to impossible to obtain any completely free picture that communicates the same symbolic meaning as the Queen only wears the state regalia at official state functions, generally not open to the public at large. I have found a free image which replaces this one (Image:Queen Elizabeth II of the United Kingdom.jpg), however I am not sure if it can replace the isnignias. On the other hand many of the decorations are illustrated in many of the articles by close-ups which are also fair use images, so maybe this image is redundant? --Oden 14:40, 2 December 2006 (UTC)[reply]

No, while that's a nice photo, I don't think it makes this image redundant. The separate pictures used to illustrate the awards the Queen is wearing in this portrait do not depict the insignias of the Sovereign of the Order, just the ones for Companion (or Commander), Officer and Member, and, further, the fact that the Queen is wearing these insignia in this image, combined with her beside the Canadian flag, is what communicates the fact that she is Queen of Canada, a position separate to her other offices. --gbambino 04:46, 3 December 2006 (UTC)[reply]

• I am not sure that it is necessary with fair use image depicting both the medals themselves and the Queen wearing them in her official portrait. WP:FUC criterion 3: "The amount of copyrighted work used should be as little as possible. [...] Do not use multiple images or media clips if one will serve the purpose adequately." This image is used with the purpose of illustrating the queen of Canada as a member of the order. A replacement in this context might be any other member of the order?
• In History of monarchy in Canada, Monarchy in Canada and Parliament of Canada the image serves to depict the Queen as Queen of Canada. In this context the Canadian flag in the background could serve as a visual illustration of this. So in these articles the image might not be replaceable. A fair use rationale which indicates this would be useful.
• There's always the risk that another editor will add this image to an article where it is replaceable (like here: Hotel Saskatchewan).
• Finally, the image has a very high resolution. It needs to be low-resolution in order to meet the fair use criteria: "Low-resolution images should be used instead of high-resolution images". A low-resolution image should be uploaded and the former revision deleted to avoid a revert. Once that has been done the refuted-tag can be removed.

• This is not an image of the Queen as a member of the Orders, it is an image of her as Sovereign of the Orders - meaning the head, or source of the honours. No other person holds that position. It is also the only image clearly illustrating her position as Queen of Canada; the very purpose of the portrait.
• I understand this point, but that does not preclude it's use where appropriate, and the same concern could apply to any fair-use image. Like any other missused fair-use pictures, it will simply have to be removed from inappropriate locations (such as Debate on the monarchy in Canada).
• Then perhaps this one should be deleted and the lower resolution (and otherwise duplicate) Image:Queen of canada.jpg should be retained. --gbambino 15:22, 4 December 2006 (UTC)[reply]
