Der 1962 gegründete Freunden der Deutschen Kinemathek e. V. fand, durch Vermittlung von Cineasten, LGBT-Aktivisten, und Verleger Manfred Salzgeber, 1969/70 eigene Räume im, damals zum Verkauf stehenden, seit 1912 bestehenden Kinos, Bayreuther Lichtspiele in der Welserstraße 25 (ehem. Bayreuther Straße), Berlin-Schöneberg. Das Kino wurde daraufhin nach dem Film Arsenal, Alexander Dovzhenko (1929) in Kino Arsenal umbenannt. Aus dem Freunde der Deutschen Kinemathek e.V. gehen sowohl das Arsenal Filminstitut als auch die Deutsche Kinemathek hervor.
Manfred Salzgeber, Wieland Speck, und andere fassen nach der Internationalen Filmfestspielen, Berlin Uraufführung des Rosa von Praunheim Films Nicht der Homosexuelle ist pervers, sondern die Situation, in der er lebt, 1971 im Kino Arsenal den Entschluss eine Organisation der neuen schwul-lesbischen Befreiungsbewegung zu gründen. Die offizielle Gründung dieser Organisation unter dem Namen Homosexuelle Aktion Westberlin (HAW) fand am 21. November 1971 im autonomen Jugendzentrum Hand Drugstore, Motzstraße 24 (früher Motzsstraße 15, zufälligerweise der ehemalige Standort des Kabaretts Eldorado-Kabaretts aus den Romanen von Christopher Isherwood) statt. Hierdurch entstand die erste LGBT-Organisation in den deutsch-sprachigen Ländern, die bereit war, in offener Konfrontation für die Befreiung von Schwulen und Lesben einzutreten, die sich nicht mit dem Ziel begnügte, mit legalistischen Strategien für die bloße Entkriminalisierung sexueller Handlungen, und/oder für ein gesetzliches "Diskriminierungsverbot" einzusetzen, und dessen Anliegen über die sogenannte Integration einer sogenannten Minderheit hinausgingen ging.

There is a lot of cinematic and political history behind the cheerful facade of this day care center for children with and without disabilities.
The Freunde der deutschen Kinemathek e.V. (Friends of the German Cinematheque e. V.) (founded 1962), was in need of a space when the cinema Bayreuther Lichtspiele (est.: 1912), Welserstrasse 25 (formerly Bayreuther Strasse ), in Berlin-Schöneberg was put up for sale. This came to the attention of member of the Freunde, cineast, LGBT activists, and publishers Manfred Salzgeber, who facilitated the purchase of the space in 1969/1970. The cinema was then renamed Kino Arsenal after the film Arsenal, Alexander Dovzhenko (1929). Both the Arsenal Filminstitut and the Deutsche Kinemathek have their origins in the Freunde der deutschen Kinemathek e.V.
It was after the 1971 Berlin International Film Festival permiere of Rosa von Praunheim's film It Is Not the Homosexual Who Is Perverse, But the Society in Which He Lives (German: Nicht der Homosexuelle ist pervers, sondern die Situation, in der er lebt) in the Arsenal Cinema that Manfred Salzgeber, Wieland Speck others, formed the intention to found an organization of the new gay and lesbian liberation movement. This organization was offically formed under the name Homosexuelle Aktion Westberlin (HAW) on November 21, 1971 in self-organized young people's center (autonomes Jugendzentrum) Hand Drugstore, Motzstraße 24 (formerly Motzsstraße 15, coincidentally the former site of the Eldorado cabaret of Christopher Isherwood fame). The HAW became the first LGBT organization in the German-speaking countries willing use open confrontation in the struggle for lesbian and gay liberation, that did not content itself with using legalistic strategies to achieve official decriminalization of sexual acts and gender-role-non-conforming behavior, and/or work to put in place anti-discrimination legislation, and whose concerns went beyond the so-called integration of a so-called minority.
