Public domain
This work first published in the Ottoman Empire is now in the public domain because the Empire's copyright formalities were not met (copyright notice, registration, and deposit), or because the copyright term (30 years after the death of the author, sometimes less) expired before the Empire was dissolved (details).
Public domain
This work is in the public domain in the United States because it was published (or registered with the U.S. Copyright Office) before January 1, 1929.

Public domain works must be out of copyright in both the United States and in the source country of the work in order to be hosted on the Commons. If the work is not a U.S. work, the file must have an additional copyright tag indicating the copyright status in the source country.

Other versions Probably only temporarily available, but an EBay auction has this version, which has a date of December 27, 1903, and a version of this stamp with two "5"s on top and "10 para 10" on the bottom; the para was the Ottoman unit of currency. The other side is not shown, so it is not known if further information was available there.
