This image will be to illustrate a provincial symbol. A tartan can be explained in text but is very difficult to envision, even when described by an expert writer.

To my knowledge, I haven't found one. However I may be mistaken on the non-free use aspect. This form is being filled out as a precaution.

It is freely available on the government's website for viewing. Non-profit use will serve to help educate the public on New Brunswick's official symbols.
