It really depicts an aircraft that is on the ground, judging from the landing gear's attitude. In higher resolutions you can actually see where the image was altered.

Why would you do that? The picture is clearly doctored (which led me to look at the comments), and badly - there are so many photos of F/A-18s out there why do we need to doctor them?
