Cross was born in Syracuse,New York, May 28, 1848, a clergymans son.He was educated at the Northwestern Uni-versity at Evanston. Illinois, and was admittedto the bar of the Supreme Court of Illinoisat Chicago in 1869. Removing to Californiahe settled at Nevada City, and practiced lawin partnership with J. B. Johnson. He repre-sented Nevada and Sierra counties in the Slatesenate at the twenty-fifth and twenty-sixth ses-sions, 188,^85, and was chairman of the judi-ciary connnittec for the whole period. He wasa member of the last constitutional convention(1S78), being among the delegates from Ne-vada elected on the Workingmens ticket,which ticket carried that county by 2.048 vot
