Victoria Mykolaivna Lisnicha (born May 15, 1978, in Kirovohrad Oblast, Ukraine) is a Ukrainian public and political figure, president of the NGO "International Diplomatic Council in Ukraine".[1], and former Deputy Minister of Culture of Ukraine[2].
Early Life and Education
After finishing school, she enrolled at the Bogomolets National Medical University, where she earned a medical degree in "General Medicine.[3]" In 2005, she graduated from the Kyiv National Economic University with a master's degree in law[4]. In 2012, Lisnicha obtained qualifications as a "Director. Manager of Artistic Projects. Teacher" at the National Academy of Managerial Staff of Culture and Arts[5]
Career
Before entering the public sector, Lisnicha worked as a cardiologist at the Amosov National Institute of Cardiovascular Surgery. She then served as the deputy director of the State Enterprise "Management of the Property Complex" under the Ministry of Finance of Ukraine.[3]. From August 2007 to March 2010, she was the deputy director of the Amosov National Institute of Cardiovascular Surgery[3]. In September 2010, Lisnicha was appointed as Deputy Minister of Culture of Ukraine[4], and on January 23, 2012, she became the general director of the National Kyiv-Pechersk Historical and Cultural Reserve[4]
On February 20, 2013, Lisnicha became the vice-president of the European Economic Chamber of Commerce, Trade, and Industry in Ukraine.
Public and Political Activity
From 2002 to 2006, she was a deputy of the Shevchenkivskyi District Council in Kyiv[3]. In 2012, she ran for the Ukrainian Parliament as an independent candidate in the 223rd single-mandate constituency[6]. She is the head of the public organization International Diplomatic Council in Ukraine and the president of the international association "Biomedical Engineering.[7]"
In 2014, Lisnicha co-founded and led the public organization "International Diplomatic Council in Ukraine." The organization supported several projects, including the "Day of Diplomacy and Economic Development in Ukraine," Ukrainian Healthcare Forum ’15, the adaptation program for orphans and children with special needs "Pillow of Kindness," actions for children from the ATO zone "Children for the Future of Ukraine," the ongoing charity event to support the defenders of Ukraine - "Unite," the adaptation program for displaced families "New Life," "MAKARIV FEST," the All-Ukrainian project "Book to the East," and the international Forum Business Woman 2018. The organization initiated the project "People's Diplomacy."
Academic Activity
Lisnicha is a member of the Scientific Council of the Amosov National Institute of Cardiovascular Surgery and a co-author of the textbook "Religious Policy of Ancient and Medieval States," published in 2011 (ISBN 978-617-02-0069-3)[7][8]. She holds a Ph.D. in public administration and is an associate professor at the department of public administration at MAUP and the State University of Telecommunications.
Honors
She was awarded the Order of Saint Equal-to-the-Apostles Princess Olga by the Ukrainian Orthodox Church on November 24, 2011.[4]
