Artur Olegovich Parfenchikov (Russian: Арту́р Оле́гович Парфе́нчиков; Karelian: Artur Parfenčikov, born November 29, 1964) is a Russian politician serving as Head of the Republic of Karelia since February 2017. Parfenchikov was appointed to the post of acting governor after Aleksandr Hudilainen resigned in 2017.[1] He was later confirmed in the position in a general election, where he was a candidate representing the ruling United Russia party.[2] Prior to his appointment as governor, Parfenchikov was the head of the Federal Court Bailiff Service.

Biography

Born in Petrozavodsk, he spent his childhood in the village of Kirkkoeki, Pitkyarantsky district.[3] In 1982 he graduated from school No. 17 in Petrozavodsk. During his school years, he was fond of speed skating, fulfilled the standard of a candidate for master of sports of the USSR, played for the «Dynamo» sports society.

Education

In 1987 he graduated from the full-time department of the Law Faculty of Leningrad State University (LSU) named after A. A. Zhdanov. He studied in the same group with Dmitry Medvedev and Konstantin Chuichenko.[3]

Labor activity

In the Prosecutor's Office of Karelia

In 1987-1988 he was a trainee of the Prosecutor's Office of the Karelian ASSR as an assistant prosecutor of the Olonetsky district.

In 1988 — Assistant prosecutor of the Olonets district.

In 1988-1991 — investigator of the Olonets district Prosecutor's Office.

In 1991-1995 — Deputy Prosecutor of the city of Sortavala.

In 1995-2000 — Deputy Prosecutor of the city of Petrozavodsk.

In 2000-2006 — Prosecutor of the city of Petrozavodsk. Supervised the bailiff service.

In 2006, he advocated replacing the direct election of the mayor of Petrozavodsk with an appointment.[4]

In the bailiff service

In July 2006, he was appointed head of the Department of the FSSP of Russia for St. Petersburg - Chief Bailiff of St. Petersburg.

In 2007, he was appointed Deputy Director of the FSSP of Russia — Deputy Chief Bailiff of the Russian Federation.[5] Supervised the Management of the Organization of Enforcement Proceedings and the Management of the organization of work on the sale of debtors' property, including the search for debtors' property.

From December 29, 2008[6] to February 15, 2017 — Director of the FSSP of Russia — Chief Bailiff of the Russian Federation.

Head of the Republic of Karelia

On February 15, 2017, he was appointed Acting Head of Karelia.[7]

On September 10, 2017, he won the election of the head of Karelia, gaining 61.34% of the votes. Candidate nominated by United Russia.[8][9]

On September 25, 2017 , he assumed the post of Head of the Republic of Karelia.[1]

In November 2018, Artur Parfenchikov advised to solve his problems with children on his own: in a personal correspondence on social networks, he sharply replied to a woman who demanded the construction of a kindergarten for an only child in the village of Suoeki. The old kindergarten was closed due to the state of emergency and danger to children. Parents were offered the organization of delivery of children to educational institutions of neighboring settlements, but the woman refused. The governor wrote to Anna Vlasova, a resident of the village: "Sit for up to three years, negotiate with grandmothers, hire a nanny. As everyone does." He replied to one of the messages with the phrase: "Let his father and grandfathers think about your child".[10][11]
